Do you need a building consent for a kitchen renovation?

The three questions that decide it

Almost every kitchen consent question comes down to three things: are the fixtures staying where they are, are you moving plumbing or drainage, and are you touching a wall that holds something up. The further down that list you go, the more likely a consent is.

The trap is assuming the answer from the price. A $60,000 kitchen that changes nothing structural may need no consent, while a $28,000 job that moves the sink across the room may need one.

• Same position, like for like. New cabinets, a new benchtop, a new sink in the old hole. The lightest end of the scale.
• Services moved. The sink, waste, gas point or a new appliance moves to a different wall or into an island. New drainage and new gas work are where consent questions get real.
• Structure altered. Taking out or opening up a wall. This is restricted building work and needs a Licensed Building Practitioner, and usually a consent.

How to check your own job

Use the government's Can I Build It? tool for the national position, then confirm with your council, because councils apply and charge for consents locally. Do it before you sign a contract, not after the cabinets are ordered.

We are not going to paraphrase the exemption rules on this page. They are written in the Building Act and its schedules, they are applied by your council, and a summary from a company that wants your work is not the right source for them. • Read your own council's renovation page: Auckland Council and Hutt City Council both publish plain-language pages.
• Ring the council's duty officer with your actual plan. They answer this question every day.
• Get the answer in writing before the cabinetry goes into manufacture.

What consent costs and what it does to the programme

Auckland Council charges a fixed fee of $354 for a minor plumbing consent, and a full kitchen consent in Auckland has been quoted at $2,500–6,500 (Superior Renovations, 2026). The bigger cost is usually time: consent processing sits on top of the manufacture and install weeks.

If your job needs consent, treat it as a separate stage at the front of the programme, not a formality that runs alongside. Cabinetry manufacture takes about 4–6 weeks on its own (Superior Renovations, 2026), and you do not want to be paying for stored cabinets while waiting on paperwork.

Who has to do the work

Whatever the consent answer, the restricted work still has to go to the right trade: an authorised plumber for sanitary plumbing and gasfitting, a registered electrician for fixed wiring, and a Licensed Building Practitioner for structural changes.
